UK Regulatory Guide for Korean Cosmetics

SCPN Registration
All cosmetics sold in the UK must be notified to the Safety and Quality Metric (SQM) system. The Supplier Code Number (SCPN) is mandatory for all cosmetic products placed on the UK market.
CPSR Requirements
A Cosmetic Product Safety Report (CPSR) must be compiled before placing any cosmetic on the market. This includes stability testing, safety assessment, and toxicological evaluation based on SCCS (Scientific Committee on Consumer Safety) guidelines.
Product Information File (PIF)
The PIF must contain: ingredient composition, manufacturing process, stability data, and safety assessment. This must be maintained for inspection for 10 years after the product's last batch date.
Labelling Requirements
- Product name and composition in English
- List of ingredients in descending order of concentration (INCI nomenclature)
- Net quantity and batch/lot number
- Expiration date (or Period After Opening)
- Warnings and precautions specific to the product
- Name and address of responsible person in the UK
Customs & Import
Korean cosmetics require proper customs documentation, safety certificates, and compliance with UK/EU tariff codes. Consider working with a UK-based distributor or appointing a Responsible Person to manage regulatory affairs.
Restricted & Prohibited Ingredients
The UK maintains strict controls on ingredients such as heavy metals, certain preservatives, and UV filters. Always verify ingredient compliance against the current UK/EU cosmetics regulations.
